1.JOB PURPOSE
Responsible for mentoring the Rail Maintenance Division staff on all matters pertaining to Rail Maintenance, including infrastructure, rail systems, rail engineering, rolling stock and depot and maintenance planning.
Other duties will include initiating and following up and co-ordination of all rail maintenance activities, maintenance initiatives and activities within the remit of rail maintenance.
Effectively manage and communicate the rail maintenance objectives and targets, programs and performance and ensure the contractors and operators comply with the rail agency’s regulations.

3.KEY RESULTS ACCOUNTABILITIES
Assist in the development of an annual budget plan for the rail maintenance department and forecast, monitor implementation, evaluate and recommend specific adjustments during the implementation project needs.
Assist in the management and submission of the yearly business objectives by employee.
Ensure the timely submission of personal measurable objective to the concerned supervisor.
Assist in the development of rail maintenance plans by setting the numeric goals and key initiatives to achieve the goals, based on the current and expected performance, and within specifications.
Assist in the Review of designs (design maintainability review) as and submit recommendations when requested and review maintenance plans and layout to insure its compliance with the standards.
Propose and improve systems and procedures to enhance the maintenance quality standard and efficiency of the department.
Assist the Director in the management, execution, and supervision of work/projects including, review work requirements, issue work scheduling & approval of work programs, supervise contractor & approve work completion, random site inspections & audits, and maintenance contractor evaluation.
Oversight the management of the implementation of the Operator’s preventive and corrective maintenance strategy including standards, processes, functions, system & procedures.
Attend project taking-over and end of defect liability period inspection from the main contractor, ensure that snag lists are prepared and submitted to the contractor for rectification through the concerned department.
Manage all matters pertaining to Operational Readiness that directly relate to maintenance.
Facilitate the management review on maintenance planning issues, performance, inspection, progress towards the objectives & targets, programs, etc.
Mobilize available resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Communicate with senior engineers on maintenance cost with ERV (estimate replacement value) and other related rail maintenance activities and planning.
Responsible for preparing yearly reports with inputs from all other specialists comparing the maintenance practices of the department with the current international best practices.
Perform other responsibilities associated with this position when appropriate.
Direct and ensure the proper orientation program for new employees including the clarification of their role and job descriptions.
Ensure that a clear mentoring program is put in place utilizing the other line based maintenance specialists.
Collate training information from the performance appraisal forms for identification and designing individual training programs.
Analyze statistical data and reports to identify causes of rail maintenance problems and develop recommendation for improvement.
Maintain accurate and up-to-date information and availability trends through current networking.
Manage the information system to enhance and improve e the same for efficient use.
Fulfill all reporting requirement of all relevant government rules and regulations.
Maintain records and compile statistics reports concerning rail maintenance related data.
Ensure efficient, courteous and timely services to all employees’ requests, and inquiries.
Ensure achievement of the quality objectives as set forth in the RTA and the department quality plan.
Ensure achievement of targeted results in each key performance areas as outlined in the plan.
Comply with the RTA’s quality standards and requirements.
Comply with the RTA policy in respect to Shareholders, Customer, Suppliers and Employees to carry out your duties and responsibilities as per RTA Code of Conduct.
Ensure all the environmental aspects in the area of the responsibility are identified and actions are taken to ensure compliance with the QHSE standards,

7.KNOWLEDGE, SKILLS AND EXPERIENCE
Bachelor’s degree in Civil, Electrical, Electronics or Mechanical Engineering from a recognized University.
Minimum 10 years of related working experience.
