Instrumentation And Control Engineer

Job Purpose:
Coordinate the offshore facilities engineering aspects of the project within his discipline to ensure the technical objectives are met within the approved scope, budget and schedule.

Key Result Areas:
Provides overall instrumentation engineering technical leadership and expertise
Stewards EPC/EPCM contractor’s activities with respect to instrumentation including:
Detail instrumentation engineering
Development of instrumentation logic and loop diagrams
Development and design of the I&C system
Development of the schedule, recommended deliverables, and labor hour estimate for instrumentation
Measurement and reporting of physical progress
Selection, specification, and inspection of instrumentation components
Procurement of tagged items including preparation of specifications, bid evaluations, bid tabulations, bid recommendations, etc.
Reviews, evaluates, and advises PMT and operating company staff concerning:
Instrument specifications, logic and loop diagrams
Compliance with design methods and safety factors to be used in design of project. Reviews completed design for correctness, compliance, and operability
Operability of the unit or plant for start up, normal, turndown, and shutdown modes. Reviews or sets design basis for abnormal operating conditions
Technical bid tabulations for instruments and instrumentation systems
Provide input for shop tests and Factory Acceptance Tests (FATs), protocols and the events themselves
Participates in I&C technical specification preparation and bid tabulations.
Participates in Hazardous Operations (HAZOP) and SIL reviews.
Performs timely review of specifications and documentation to ensure that project schedules are maintained.
Assists PMT in meeting company expectations as required, especially company Risk Assessment, Facility Design & Construction and Management of Change.

Requirements

Knowledge Skills and Experience:
Bachelor of Science in Engineering, (preferably control systems, chemical or electrical).
Good written and verbal English language communication skills.
Good interpersonal skills; demonstrated successful experience working in multicultural project team environment
Technical understanding of state- of- the- art control system and information system technology.
Minimum of fifteen (15) years technical experience in control systems discipline including a minimum of five (5) years specific experience working with an EPC Contractor on a large capital project.
Experience with large scale distributed control systems and programmableelectronic shutdown designs for major onshore petrochemical facilities such as:
Distributed Control Systems
Process Emergency Shutdown Systems
Fire and Gas Systems
Machinery Monitoring Systems
Flow Metering Systems
On-line analyzer systems Major package control systems
Field sensors and final control elements
Experience with worldwide suppliers of instrumentation, DCS and other digital control, communications and networked subsystems.
Experience with contractors, vendors, and implementation sub contractors in instrumentation, communications, DCS and other digital control and networked subsystems.
Experience with hierarchical information and control system structure comprised of networked digital control, shutdown and control and information subsystems, as applied to major onshore and offshore facilities.
