1. JOB PURPOSE
Reporting to the Director of Licensing, the Academic & Research Manager will have responsibility for the fiscal, personnel, operational, faculty and planning of academic and research activities at Dubai Healthcare City (DHCC).
The Manager will play a primary role with the Director of Licensing in designing and establishing the regulatory and operational requirements for DHCC entities who wish to offer education and/or research services, creating and reviewing educational/research standards and regulations, development of continuing professional development and training accreditation, audit processes and strategic planning for establishment of academic and research programs within DHCC.

Creation of the Regulatory Environment
Develop and review all institutional policies and procedures for academic and research programs including drafting the legal documents necessary for establishment of the programs at DHCC and obtain appropriate approvals from the DHCC Academic & Research Council and its subcommittees
Coordinate the legal consultation needed to review regulations and assure their proper implementation
Identify areas requiring further policies and draft such policies
Provide education to DHCC academic and research community on relevant regulatory infrastructure and compliance requirements
Creation of the Operational Environment
Manage the processes associated with initial applications including associated fees and cost items, conducting cost analyses and developing the annual budget
Develop and institutionalize internal policies and procedures that optimize functional efforts and contribute to effective internal networks
Provide management support to Academic & Research Council and the subcommittees.
Manage all IT requirements for academic & research activities
Monitor performance of approved academic and research providers and report on their activities to the Academic & Research Council and subcommittees as needed Maintain the academic and research database and manage all communication with existing and prospective academic and research permit holders
Customer Relationship Management
Develop and implement strategies to best meet the needs of the DHCC education and research community
Manage internal departmental relationships and communications. Create and maintain networks with external agencies such as MOHESR, KHDA, DHA, HAAD and other institutes in the region
Other responsibilities within the Licensing Department
• Assist with the other licensing activities such as credentialing, primary source verification (PSV) of healthcare professionals and issuance of professional licenses.
• Take a lead role in the coordination of PSV assignments that maybe undertaken on behalf of other agencies such as DHA.
Qualifications and Education:
Position requires minimum of a Bachelors degree. A Masters degree in education or related discipline is preferred.
Must have a minimum of seven (7) years of progressively responsible experience in the management of education programs/continuing professional development and research.
Position requires a high level of innovative management skills, project management, written and verbal communication skills as well as demonstrated ability to work in and to create a viable cross-cultural team environment. International and/or Middle East experience is preferred.
Fluency in Arabic is not required but will be viewed positively
